It probably was the case at the time but it seems like it is not longer the case as the URL posted here is no longer valid.
It appears to be moved to http://web.greenparty.ca/members/index.php?module=wiki&page=FrontPage&MMN_position=20:20 and password protected. Perhaps that's an indication that this page is a DeletionCandidate.
